[Feature Request, CI] Don't fold clang-tidy issues introduced by current PR, always fold general issue list

As promised in our meeting:

We don't want to miss issues that a PR actually introduced, while the general issue list that appears on every PR is largely clutter even when it is shorter than 10 items.
