[pypi] Initial python package publication is not working

Describe the bug
The release publication introduced with #1473 is failing because the monitoring repository is already owned by another user.
This feature is not yet used or advertised publicly to users.

Difference from expected behavior
The package should be published on pypi.

Possible solution
Change the name of the repository to interuss_monitoring.
