State Transfer Rsync Endpoint: allow setting a custom hostname based on cluster domain

In MTC, we ensure that the hostname field of the Route endpoint cannot result in a failing route. For that, we create our own host if the prefix is found to be problematic. We need that ability for Route endpoint as well.
