Define Valid Contributions #916

Description

@avivkeller

To preserve maintainers’ time and keep the review queue focused on meaningful contributions, we should clearly define the circumstances under which a pull request may be closed without further review.

In my opinion, A pull request may be closed when it appears to have been submitted without meaningful human understanding, interaction, or review. The use of AI-assisted tools is not, by itself, grounds for closure. The concern is whether the contributor has taken responsibility for the proposed changes and can demonstrate an understanding of the problem, the implementation, and its impact on the project.
