Investigation findings
The damage mode parses with the right shape — 1 damage, any target, one to two targets — but nothing enforces that the two chosen targets are different.

The rule is the same one as in the sibling report #6459: the mode uses a single instance of the word "target" covering both, and the same target cannot be chosen more than once for one instance of "target" (CR 601.2c). Distinctness is only relaxed when a card writes "target" separately in several places. So one player cannot be chosen twice, and the mode's maximum output against a single player is 1 damage.

Because two reports in this batch land on the same rule from different cards, the fix belongs at the targeting layer rather than on either card, and one change should resolve both.

Acceptance criteria

• The damage mode allows one or two targets, and any two chosen must be different.
• A single player or permanent cannot be selected twice for a total of 2 damage.
• Choosing one target remains legal.
• The other two modes are unaffected.
