Azure DevOps was listed at the end of the supported providers list instead of at the top. Move it to its correct alphabetical position.

Azure DevOps was listed at the end of the supported providers list in the README instead of at the top. This moves it to its correct alphabetical position so the providers are in proper alphabetical order.
