Fixes the Node 20 deprecation warnings in CI logs. Bumps only the three warned actions across ci.yml, release.yml, and mutation.yml: actions/checkout v4→v7, actions/setup-python v5→v7, astral-sh/setup-uv v5→v9. Artifact/release actions left as-is (not warning; avoids risky major bumps in the tag-only release path). ci_workflow_smoke passes.
