Adds an explicit, default-off reusable-workflow input that reclaims fixed hosted-runner SDK and tool-cache paths before unusually large source builds. The cleanup follows the upstream Cloudflare provider release pattern, runs only after input validation, has a bounded timeout, and is covered by contract tests. Ordinary callers and publication policy remain unchanged.
