Promotes the default and all non-ISLE managed-runtime presets to the coordinated sitectl v1.0.0 release set.
Keeps ISLE on its explicit v0.40.0 / v0.12.0 / v0.19.0 compatibility set until the remaining ISLE components are ready. Also pins binpack/config-management examples and expands contract coverage.
