Bump Strata/StrataDDM lake-manifest pins and move test

Description

I tried building Strata locally but ran into a couple of issues which this aims to fix:

• Bump stale Strata/StrataDDM lake-manifest pins
• Move InterpretTests.lean to StrataPythonTestExtra (as it requires Python)

Happy to make changes if I have missed something important in either of the above.

Checklist

• lake build StrataPython StrataPythonTest succeeds locally
• New .lean files start with the standard copyright header
• No trailing whitespace and files end with a newline

Thanks for the interest and contribution! We've been in the middle of restructuring the development pipeline for Strata in recent weeks, and this repo is not yet 100% synchronized with the internal mirror. My apologies for the distraction since the CI is not yet green. I've already got a change in the works to completely fix things that includes the changes in this PR, so I hope you don't mind if we get that one merged and close this one.
