ISSUE
Per application/program eligibility status is not returned to the applicant until the entire AppRequest is set as 'Complete Review'. For apps that use RQ like VA-Cert, certain programs are delayed considerable amounts of time before completion relative to others. This prevents eligibility decisions from surfacing until all program reviews are complete, which is not viable, as applicants make determinations based on those statuses.
SOLUTION
Per application/program eligibility is now surfaced immediately to the applicant dashboard, upon 'Send to review complete' action being executed
