Summary
Adds ManyHands Evidence API to the services/endpoints directory.
ManyHands provides deterministic evidence operations over public UK official
sources, including page snapshots, change checks, deadline scans, citation
packs, and PDF evidence. The live documentation describes its x402 v2 Base
USDC pricing and request formats.
